Job Summary

This position is responsible for managing the IS Application Development department. The manager directs the department activities to achieve the mission of the BCBSM Information Systems with high quality projects constructed on schedule and within budget.

Accountabilities:

1. Manages a development team and development projects in a mixed technology environment that includes mainframe and distributed applications. Production support may also be included.

2. Generates, maintains, promotes and achieves the plans and schedules for improving application quality, enhancement opportunities, and new project development.

3. Accountable for team adhering to a software delivery life cycle and for delivering results on time, on schedule and on budget.

4. Insures that BCBSM applications meet or exceed industry standards for user access, user productivity, project interoperability, and management control.

5. Coordinates the work and services of other BCBSM departments, contract service providers, and vendors.

6. Works with department staff and Quality Assurance to develop performance standards and to assure that BCBSM projects meet established standards.

7. Participates in the research and selection of technologies that improve quality, reduce costs, and/or reduce development time.

8. Manages the department including interviewing and hiring employees following required EEO and Affirmative Action guidelines and ensuring employees receive the proper training. Conducts performance evaluation, and is responsible for managing employees, including skill and career development, policy administration, coaching on performance management and behavior, employee relations and cost control.

9. Develops and administers the department budget.

Required Qualifications:

1. Bachelor’s degree in Computer Science, Business Management or related field and 5 years of related experience.
2. 3 years of people management and software project development, delivery and support experience.
3. Experience with development and support of a large system that is part of a larger enterprise solution.

Preferred Qualifications:

1. Experience working with IT owners of other applications and/or service components to ensure the effectiveness and efficiency of solutions in a transaction-oriented environment.
2. Experience customizing, implementing and working with various application development and quality improvement methods, including RUP, XP or other agile development methods, CMM(I), etc.
3. Experience with rules-based transaction management systems (e.g., PegaSystems).
4. Experience with major Financial/ERP systems like SAP Familiarity with reporting and measurement strategies and technology solutions.
5. Experience with offshore vendor.
6. Experience with release management.
7. A proven track record of managing and building high-performing teams.
8. A proven track record of administering the HR, resource management, policies and procedures, etc. within an application development department.
9. A high degree of integrity, a ''can do'' attitude, and the ability to motivate and inspire cross-functional teams of technical and nontechnical people to successfully complete work in a fast-paced environment.
